Registration of subsequent transactions relating to title certificates

  • Subsequent transactions, such as sale, gift, mortgage, lease, etc., relating to land for which title certificate has been issued , are known as  subsequent  transactions .
  • The form of proof used for this purpose is mentioned in the Gazette No. 2308/27 dated 2022.12.01 
  • These proofs, along with other relevant documents, can be submitted to the Title Registration Office in the area where the land is located and registered. For this purpose, there are 30 Title Registration Offices located throughout the island within the Land Registration Office premises. 
  • No title or connection to land acquired under this Act shall be created unless a title deed has been registered. (As per Section 38 of the Registration of Titles Act No. 21 of 1998)
Office hours

Hand-delivery is required between 8:30 a.m. and 3:00 p.m. on weekdays. Offices are not open on Saturdays, Sundays, and public holidays.

Persons entitled to submit certificates for registration
  • Any person claiming any relationship or benefit under it
  • By any person who has any connection with or interest in any property affected by it, or
  • That certificate may be presented by a person who writes and certifies it.

Documents to be submitted for registration
  • The proof sheets used for this purpose   are mentioned in the Gazette No.  2308/27 dated 01.12.2022.
  • Title certificate issued in the name of the owner
  • Notary Public No. 2308/27 and Gazette dated 2022.12.01 The relevant deed prepared and certified accordingly (if it is a deed of sale/transfer, gift or inheritance, 2 copies should be submitted.)
  • Original copy of the receipt for stamp duty payment
    • Stamp duty must be paid to the Provincial Revenue Commissioner for sale and gift deeds , and to the Local Revenue Commissioner for mortgage and tax deeds.
    • Enter the title number in the place where the deed number should be mentioned on the stamp duty payment receipt.
  • Application for obtaining a new certificate of title ( Application Form 31 ) if the document is a proof of transfer.
  • Must be delivered to the registration counter between 8.30 am and 3.00 pm.

  • Declaration under Section 47 of the Mortgage Act

  • Taxes are void.
  • Priority notices
  • Lifetime Cancellations
  • The government's irrevocable power of attorney

Only the registration fees related to the registration of title deeds must be submitted to the title registration office in the area where the land is located and submitted to the diary counter.
